According to advice from lamas at Sera-je:
Attendance at last year's beginning empowerments is not a pre-requisite for participation.
Within the remaining initiations, however, there are some that belong to the class of highest yoga tantra and some are jenangs (subsequent permission initiations). This means one would need to have taken a full initiation (wang) of highest yoga tantra to be able to participate. This wouldn’t necessarily have to be solitary hero Yamantaka as His Holiness gave last year. It could be any highest yoga tantra deity.
This advice would be superseded by any advice which comes directly from His Holiness's office, i.e. the vajra master’s word takes precedence over what may be in the traditional commentaries.

In early December when plans for His Holiness's programme, especially Jamyang Choekhor, returned to Bodhgaya, we were already mostly booked up for late December and early January. With apologies, we now have only a few dormitory beds available.
